I want to have a bar chart where the total value is shown as an outlined bar with no fill. But as I enter a value I want it to fill with a solid color. So, our goal is $10000 The bar has no fill but does have a dark outline showing the goal. Then as I enter the donations as they come in, the chart will fill with a solid color.

use two cells with the values for "$ donated" and "remaining". The "remaining" would be 10,000 minus the "$ donated". Create a stacked column chart with the "$ donated" at the bottom and the "remaining" at the top. Use the same outline color on both, fill the upper column white and the lower the same as the outline colour.
As the numbers change, the chart will adjust.
