Something changed. Previously you could Right-Click on a Pivot table and click E, C, or E, E to collapse/expand all - this is no longer the case.

E, Enter, E or E, Enter, C.
This is due to another shortcut with e being introduced in context menu (Show Details, which expands all level of grouping).
EDIT:
Alternately...
E, ->, E or E, ->, C
You can also add these function to Quick Access tool bar.

That seems to work! It'll take some getting used to for sure. Not sure why they would change that.
