Waterfall Chart, last column not starting at Zero

I've attached the excel chart with which I'm having problems.

The column (target inventory) should start on the baseline; same as the current inventory. Not sure what's happening here.

You need to set the data point as Total.

Select the series, then select the final data point (the other columns colour should fade if done correctly)
Right click and choose Set as Total
