Coloring above and below crossing lines.

I have done a terrible job of depicting what I am trying to accomplish so let me explain.

I would like to have green fill in when the orange line is ABOVE the blue and fill in red when the blue line is over the orange. I have seen a few examples out there, but I have been oddly unable to replicate any of them is a way that looks nice.

The biggest issue I have is where the orange line does not finish the year as it’s a line of where we are actually in the year, so in the example there would need to be a nice clean vertical line filled in green kind of like my example.

For me however the problem with this example is that there is a bunch of additional numbers (clearly helper cells) but when i just add new data it blows all of that info out so it almost looks like the chart was designed around the effect as apposed to an effect as a result of data.

Does that make sense?

The thing I am not getting is why the chart is showing any 10 year values lower than 2019 values?
Because if I take a look at the table, all 10 year values are above 1000 and all 2019 values are under 1000.
