If I want to make a scatter plot and I want to put in values in percentages for the x/y series values, the percentages become divided by 1000. How do I solve this and how can I make sure the exact values are being used?

With the chart, right click on the axis to format, select number and chose percentage and you desired number of decimal places.

I'm not sure there is much we can do to debug this from a picture. The only thing I can suggest is to look at your decimal separator. The curious thing to me is -- if I assume that the value in B8 is three point three per cent (and not three thousand something per cent) -- is that the axis dialog seems to be using a . as the decimal separator (0.003%) where the spreadsheet cell is using a , for the decimal separator. I wonder if something is causing Excel to become confused.
