Dear ALL,
When exporting an Excel chart to html, the graphs is converted into images and looses the interactivity like mouse over to see what value on the chart under the mouse, is it even possible to keep this functionality & if not is there any known software that can do this please?

Looks like you are out of luck. People won't respond to say that they don't know of a way, usually, but I think that's what the absence of replies is telling you. Bad luck!
