Pivot table label filter not filtering out all data

I have a pivot table for lab test values that number 10-600. The column label is the lab value and I need to figure out how many results are in specified ranges. When I apply the label filter for some of the ranges, it is not working. For example, I need to see how many results are >=70, and it correctly filters out only results that are 71-99, but also shows results >=100.

When I apply the >200 label filter, it works for results 100-600 and shows only results >200 in that range, but doesn't filter out anything <100. Is seems like the data is being split somehow between 99 and 100.

I have done this before with a smaller data set and it has worked so I am lost at what to do.
