Superimposing Two Charts - One Static, One Dynamic

Hello Excel Experts,

I am creating my personal expense tracker and am struggling to fix the date format and add a feature to view how my expenses are comparing to the limit (via a pivot chart). I would like to be able to select the category and date and view if the expenses for said category and date has exceeded the set limit or not. I will write the problem in two parts:

1. [Dashboard Tab] I am unable to set the slicer and X-axis to be in a MMM YYYY format. Though I have entered all the expenses in the Expenses Tab in MM/DD/YYYY format, I only want to display the date in the pivot chart as MMM YYYY.

2. [Dashboard Tab] How can I pull data from the Dropdown Tab to reflect the expense limit impose on the data for whichever slicer I select? For example, if i were to select Telecommunications and Dec 2020, I would like to see the expense from 2020 and want the limit is. Similarly, when other slicers are selected. I have created an example of this via PPT in the Example Tab.
