Adding 2nd Data Label Series to Bar of Pie Chart

Hello Users! I have done some preliminary research on the forum, and was able to get this far, but I need a little help pulling this chart across the finish line.

The goal is to show how much marketing budget is spent on "evergreen spend" vs "new spend" and then breakout the % of "new spend" by tactic. I think the bar chart would look best with the tactic name in the bar, and then the percentage of "new spend" to the outside right of each respective tactic + leader lines.

I would like to use the category label + value label for the pie chart, and then use category label + percentage label for the bar of pie chart. I was able to duplicate the data series, though I'm not quite sure how to proceed form here.

If you could help me affect these changes, or even recommend a better view/format, I'd be very grateful!!
