Info graph Series overlap not working

Hello every one
I had made the attached info graph, the problem I try to make series overlap but not working m I don't now what is problem, can advise
I try solution Use 'secondary axis' as mention in previous post here

but this option not active in my case, i don't know why

You have plotted as a single series with 2 categories.

Use the Select Data dialog to Switch Row/Column to create 2 series with 1 category
