I want to fix the distance between 2 dots on a forest plot in order to be consistent with the height of the lines.

It is difficult to be specific based on a picture. Your picture (and other Forest plot descriptions) look like a basic "dot plot". Most tutorials I see propose using a bar + scatter combination chart for building these kinds of charts (https://www.statology.org/forest-plot-in-excel/ for example). The bar chart portion of the combination chart provides the vertical axis labels and the scatter chart portion plots the dots and "horizontal error bars". Since the dots are a scatter chart, changing the vertical position of the dots should be as simple as changing the y value assigned to each dot. The corresponding axis label will not follow, but perhaps that is not of concern.
