High-Low lines on Clustered and Stacked column chart combined

Please, could someone help me to fix the high-low lines so that it is over the Clustered Column Chart and not over the Stacked Column?

The lines are referent to the minimum and maximum values of the "Irrigation Recommendation with Deficit at Maturation" variable. To do that, I used the High-Low lines conecting the maximum and the minimum value of each month. However, those lines are over the Sticked Column Chart (Brown and Green) referent to "User-applied irrigation blade (WATER SOURCE water and REUSE water)" instead of being over the Clustered Chart (orange) ("Irrigation Recommendation with Deficit at Maturation -AVERAGE"). For a person who will see the chart will thing that those lines refere to the variables associated to the Sticked Column Chart, but they are referent to the variable associated to the Clustered Chart.
Those lines are not referred to error bars.

I have the limitation that it needs to work on Office 2016 and it does not use VBA.

Hard to tell exactly how you have created you chart from a picture but if you want control over the hi low lines you could use custom error bars on a dummy xy-scatter series.

Using xy-scatter will give you the ability to position along the horizontal axis, which is likely to be off center of each category cluster of columns.
The custom values for the error bars allow you to control the length of each line.

Where is the actual chart?

In the example I have put the required data below the chart.

add a new series, primary axis and change to xy-scatter.
Add error bars. Remove X Error bars.
Format error bars, Specify custom values and use Plus values.
