Centering Data Range Captions.

I've attached my chart and data. My need is simple to visualize, but I don't know how to do it.

In my data I have Year, for example 2019 to 2020.
For each year, I have Type, for instance, Administration.
Within each type I have various programs, and it's these values that are represented by the columns.

For my bottom axis, my chart is currently repeating the Year range for each Type. What is want is each type, as I have, but the Year range to be centered across all the types extant for that year range. I have an example at the bottom of the worksheet attached.
