Time Quadrant and how to build it up.

Dear Excel-specialists,

I have a question...
I am trying to plot the health status of multiple applications in a time quadrant.

There are four types of application statuses to mention:

Quadrant:
1. Tolerate (top left corner)
2. Invest (top right corner)
3. Migrate (bottom right corner)
4. Eliminate (bottom left corner)

There are also columns with the application name and a department name that is responsible for maintaining this application.

Application name:
- Word
- Excel
- SAP
- Photoshop
- And so on

Department name:
- Department A
- Department B
- Department C
- And so on

I like to put this combination in a quadrant (application name + department name in the assigned quadrant).
There are templates available on the internet, but they are not exactly what I am looking for or I am missing something. I think I have to add values to names to put it in the right quadrant, but how does this work?
Can somebody help me with this question (please see attached file)? I don?t know where to start. ☹
