A find sometimes that most of a charting question is really about arranging the data in the spreadsheet. Here's a good tutorial on what "good" chart data looks like: https://peltiertech.com/good-chart-data/ I think you will find that, if you can arrange the data (or arrange a copy of the data) into something like Peltier describes, you will have no difficulty creating a stacked area chart. In your case, I would expect:
1) Put the years in a single column at the left of the table the chart will use
2) Enter the topic names in the top row of the table the chart will use.
3) The record values can then fit into the body of the table the chart will use.
4) You should then be able to select this table, insert an area chart, and the chart should nearly create itself.
5) Format chart elements as desired.
The first question for you is whether you are required to build the chart from the table you show in your sample file, or if you would be allowed to rearrange the data (or rearrange a copy of the data)?
