Secondayr axis denied

I have successfully added a series to a chart, using the secondary axis.
When adding another series to the chart, Excel uses the Primary axis as
default to load the series. I want to change the Primary axis to Secondary
axis, but Excel does not allow that option - both options are grayed out,
showing the Excel-selected Primary axis. How do I get this second series on
the Secondary axis?

Sometimes it's not allowed. What kind of chart is it? Is the workbook shared?

I closed the workbook and came back to it later. Everything worked normal.
