Showing monthly trend compared to a baseline?

I would like to create a chart to show the trend for fuel consumption.

    The idea is like this:
X-axis is month, y-axis is consumption.

The first month will show a bar/line chart with the fuel consumption in liters.
This value is taken as a baseline value.

From the second month onwards, the value will be shown relative to the baseline, sort of like with an arrow showing how much this value has increased or decreased relative to the baseline.

Is there any kind of chart that looks like this?

You would need to calculate the values rather than there being a chart that does it for you.
