calculate if both the MPLS and VPN were down at the same time

Ok, I am new here, and pretty new to doing anything but normal spreadsheets in Excel. I understand if no one is able to walk me through this (considering I am pretty dumb with this sort of stuff), but any help would be greatly appreciated.

I need to create a spreadsheet that needs updated nightly with when our Circuits go down. So far we have it listing the date and time it goes down, date and time it comes up, and how much time total it was down. Here is the thing, we have our VPNs monitored, and also our MPLS circuits monitored, and the boss wants me to come up with some sort of formula (or in my case probably a script or macro will be needed) to only calculate it as down if both the MPLS and VPN were down at the same time. Is this even possible? Then I need to be able to put all the data from all the sites (there are 26 total) into a graph showing how often the sites are up (probably in percentages). I can figure out the percentages, just not sure how to do the other thing, and am also not sure how to create a graph from information from different sheets throughout the workbook.

As I said any help would be greatly appreciate.

    Thanks

It would help if you could post an example of the data and expected out.

When it comes to the chart it is easier to consolidate all the data onto one sheet before charting it.

Thanks for the quick reply. The file is attached. I got quite a bit more work done since this post, but any other help or ideas that you could give me would be greatly appreciated.

    Thanks
