Payment Schedule Using Gantt Chart

i have a list of projects all with various start and end dates as well as budget amounts. I would like to create a spreadsheet similar to a gantt chart that spreads the budget amount equally over the start and end dates assuming weekly payments. I'd also like to change the payment frequency and each individual project. The gantt format is not a must, but the pictorial representation would be very helpful to management.

I's like a chart solution just because it will eventually go to management, but I can certainly work with a cell based solution.
