    Offsetting labels on charts

I have created a bar chart with positive and negative values and I would like the category labels to be at the bottom of the chart area so that they don't overlap with any of the bars that go below zero. (See attachment.) By using the X axis format options I can offset the labels to a certain extent, but not enough to get them out of the way. Anyway I would just like to position them below the whole chart area. Can anyone tell me how to do this?

Double click x axis and on Patterns tab set Tickmark labels to Low
