Not sure I understand the question but do you mean xy-scatter chart?

So yes you can create xy-scatter charts.
Normally your data would be in 2 columns
X values and Y Values
But, can you create a chart like this?

Yes. Using Error bars for the dotted lines is probably the simplest approach

Select the range A1:B5 and create a xy-scatter chart.
Double click the series and set the X-Error bars to a custom minus range of A2:A5
Set the Y Error bars to a custom minus range of B2:B5
Format error bars to have no cap and dotted line.
Add data labels of X and Y value with separator of comma

Using your example, and using the graphic kind "Lines of Dispersion", I have created the coordinate axes.
Itīs Ok, but in my opinion the points are not enough visible, and the dotted lines also are not enough visible.
Is it possible to do the same graphic, but using other king of graphic like bars to emphasize the points?

Can you post what you currently have.
By bars do you mean shaded colour areas?
I mean columns bars
PD:The example I have uploaded is wrong but is to have an idea what I want to obtain: your coordinate axe, but with a format of column bars, if it is possible.

Create the xyscatter chart as before.
The add 4 new series.
Move to the secondary axis
Chart chart types to area
Set source data for series and secondary x axis via source data dialog.
Via chart options set Secondary x axis to be Time Series
Set secondary x axis to min=10 max=90, this will allow for 0.1 increments on the axis.
Set secondary y axis to Min=-4 max=4 uncheck crosses at maximum
