Autmated Revenue Water Fall

I am building a 5 year financial model by month. We are adding about 40 locations per year that open at different dates. I have a revenue waterfall showing a ramp of revenue for each new location over its first 24 months. As I model different growth scenarios I have to manually change the waterfall model if I change the number of locations or the months they open.

Ideally I would like to enter the number of locations added each month on one line and the waterfall would automatically populate by referencing the month the location is added and then looking up the month 1 of the ramp and populate the appropriate revenue number from Month 1 through the last month of Year 5.
