Excel 2007 Bullet Chart

I am trying to create a bullet chart using data that I usually place in a pie chart.

For some reason, only two of my four legend entry series (see bold below) are showing on my chart. Not sure what I am doing wrong.

Exceeds 250
Meets 350

Near 420
Poor 421Target 350
Location 418

You are using a stacked column which means those series are beyond the maximum scale value.
You need to use clustered column and change the series order so the largest value is at the bottom of the drawing order.

The attached has the overlap set to 90%, needs to be 100%, in order to show the structure.
