How do you make a scatter plot with ranges?

I'm having trouble when i'm making my scatter plot. My X and Y values are ranges like 0 - 1 and 4.5 - 5.0.
Is it even possible to make a scatter plot with points like that?

Each point in the chart requires its own set of x and y values.

If all you have are the extremes of the data values you will need to create the individual data points for charting
