Hello,
there is no blue text, but I see two text boxes in the chart. Click one text box, then click the formula bar, enter a = sign and click the cell where the text/value is that you want to display in the text box. If you change the cell value, then the text box will also change.
We've develop a free and small addin, which can help change data labels to any selected range. Here is my dll. I prepare install for it. You can download from my web sitre http://www.ucmapi.com. How to use this dll.

Then select a chart and switch ribbon to Chart > Layout. click and icon and use your mouse to select the data your want to input
If you add repeat dummy series to the secondary axis you can use this free addin to link the percentage values to the data labels.
