Can someone explain how Kevin got the data labels and error bars on the attached chart?

Are you asking where the data is selected from?

In the Select Data Source window there is a hidden 3rd series below the 2 visible series named "Normal" and "Data". Hidden because the Series name is " " (a space).
If you click immediately below the series named "Data" you can select it. Then click on Edit and you'll see the details: Name and X and Y values.

It appears the Data Labels have just been individually renamed from the values they represent (col O values) by linking them to the cells in col N. Select an individual Data Label and you'll see the link in the formula bar.

Maybe this is the explanation for the Error Bars?:
