Excel 2010 Chart Help

Hi,

I am trying to do two things with my chart...

#1 - Hide the zero values on the chart

#2 - Make the higher # fisrt per year.

I know it is going to be a function, but I'm not sure which one or how to use it. I'ver read some of the threads on here, but I guess I'm not as experienced as some of the others because it's not making much sense to me.
