graphing 2 dependent variables with seperate scales against a common timeline

Hello All,

I was wondering how to do a graph like shown in this link:

I've been messing around for a few hours trying different things.

create a xy-scatter chart with both sets of data in it.
Select one of the series and move the secondary axis.
