On Dashboard, highlight parts of image- like one state out of the USA depending on conditi

Trying to set up a dashboard that would allow me to change the color of an image when a certain condition exists. For instance, the attached photo shows some states are a different color depending on the data. Does anyone know how to do this or can offer a good video/resource?

I can think of a time consuming way to do this:
Hand draw the outline of each state using the free form drawing tool in Excel's object set.
Give each state a name using the name manager.
Set up a table of values representing where you'd like each color change to occur.
in column one, place the value (ie 10%, 25%, or whatever you'd like)
in columns 2, 3 and 4, place the corresponding color number you'd like to use for a fill (you can use the macro recorder to get these numbers)
Set up a loop in your macro to lookup the fill color and apply it. Here's a sample of how to change the fill color of a selected shape:
