Bar or Stock?

How do I make a chart such as this, with the bar not starting from the beginning:

Ignore the red line, please.

If I use the stock chart, then the bar lies from top to bottom, rather than sideways.

I would use a stacked Bar chart, make the first value's format clear with no border this will enable your chart to have the same apperance

others may have a more "elegant" solution
