Or you could right-click the chart border, choose Format Chart Area, select Properties in the left pane, then choose the option of Don't move or size with cells

@ Palmetto Updating the code did not work. And there is no Properties in the left pane in Format Chart Area
All versions of Excel, as far as I know, have a Chart properties dialogue.
Your profile shows Excel 2007, so you should have access to this property.
Select Chart > Chart Tab > Layout > pick Chart Area from drop down (upper left of Ribbon) > then click Format Selection.
Properties is displayed in the dialog near the bottom of the list.
However, setting the option to not move or resize with cell doesn't solve your scrolling issue - but it does prevent the size from being changed if you resize or move cells.
That bit of code works fine for me, without any changes, though the chart (in testing) is not displayed where I would have it.
The code must be placed in the module of the sheet containing the chart. You will have to make adjustments to the width value to get it to display where you want it.
If that doesn't work for you, the only other option is to use Freeze Panes.
Picture attached. It shows that I don't have Properties in Format Selection.
The code does prevent the size from being changed if resized or cells are moved. But it still doesn't solve my problem.
So, it is not possible ?
