Axis Categories

I am attempting to create a very simple graph chart which I have attached. The chart is correct my only issue is the axis category. I need it to plot in 15 min intervals :15 :30 :45 1hr 1:15 2:30 .....

I cannot for the life of me figure out how to change this information. I see how to change the values for the axis but no way to change to those values. When I do manipulate the Min Max Major and Minor units to fixed values it still does not get me to those intervals...

Someone please help and tell me what I need to do to correct this.
