Help Charting Goal Performance

Okay, on the surface this didn't seem to be that hard but I'm struggling. Looking for some help to chart the following:

Thinking about performance goals as minimum, target, and maximum I want to plot actual performance horizontally along the spectrum and I'd like to use an arrow as the performance indicator. The finished result would come out looking like the picture attached (which I created in ppt.) I'm hoping to have something that would dynamically update as the actual performance changes. Any ideas on how to get this to happen in excel?

Thanks for the reply. I'm not following how adding a scatter series will produce a chart such as the one in the image I attached to my original post. I'm sure I'm missing something obvious.
