How about just a formula? In F20 and copy down and right,

=SUMPRODUCT(($C$1:$F$1=$E20)*($C$2:$F$15=F$19))

I was trying to use a pivot table so that I could change what I wanted to compare as the need changed.

I'm no pivot table wiz, but I don't think your data layout lends itself to a pivot table.
