    Can't make X-Y scatter plot in Excel 2007

    For whatever reason, my Chart Layouts choices [Chart Tools / Design / Chart Layouts] for my X Y Scatter Chart will not allow me to plot X,Y coordinates. I continue to get a chart that shows two separate markers for each (X,Y) pair. So instead of 3 markers for my three entities, I have 6 markers total - 3 for the X values and 3 for the Y values.

    Do I need to change the data table?
    Here's the raw data:

    Entity Actions/Person People
    A 2.9 3,250
    B 5.7 1,162
    C 1.7 247
