floating bar chart to show ranges

Hi,

I am trying to create a floating bar chart for two two different value ranges, and then add a line staright through one value and a two other data point markers. I have posted a data example file with a picture of what I am trying to make it look like. Any help would be appreciated! I haven't been able to find a good example searching on the internet. Thank you!!
