Horizontal bar chart with target lines

I am trying to create a horizontal bar chart as follows:

1) Primary vertical axis has expense category headings like salaries, rent, travel etc
2) Primary horizontal axis has monetary units
2) A horizontal bar showing actual expenditure for each expense category
3) A vertical line showing the budget for each category


I have been able to do this quite easily in a vertical bar chart equivalent of the same thing by creating a vertical bar chart with 2 series (actual and budget), changing the budget data series to a line, formatting the line as "no line" and then changing the marker type option to a horizontal line. However, when I try the same technique with a vertical bar chart when I get to the stage of changing the budget data series to a line, excel creates a secondary vertical axis and plots the budget against that rather than the primary horizontal axis.
