Progress chart

Hi guys, I really need help doing a chart.

First off all, please do excuse my spelling and sentince construction as english is my 3rd language.

This graph should prefebly be done with conditional formatting and in 20 meter intervals. (seems easier?)
I need to make a graph visually showing work completed on a road.

The road gets split up into 20 meter sections and a few layers.
The data is representing a sertain section on the road, for example the LHS(left hand side) meter 2000 to 2600 and 4000-4100 LHS. (meaning 0-1980 should be clear followed by 2000-2600 colored in and 2620 upon till 3980 should be clear and 4000-4100 color again, all in one line)

Here is and example I manually made.

Please help guys, I have been struggeling for a long while to do this and no progress as of yet.
Even if you can give me a example excel sheet that is almost like this.

*Note the road is 62880 meters long and only build in a few hundred meters per day (in different sections)
