remove duplicates and display unique values based on another cell value

Hi i am trying to retrieve only failed tests ID's only. as shown in below 121 test is passed (which is fail count is 0) on rerun. like this i hve somany tests in excel. how can i get only failed testid's(which is fail count greater than 0) from excel. here 121,343 teats are passed one time, so i don want to retrieve this id's as failed tests.
