Pivot table average gives divide by zero error

So I have a pivot table:

I have grouped the monthly dates into quarters and years in the pivot table, and I want to use the pivot table to find the average rate during each quarter of every year. But when I choose average I get the divide by zero error in the pivot table as you can see in the above table.

Simple, format it as number>> remove the average from the pivot and add again. You will get the desired result

So I deleted the pivot table, formatted those cells as a number, and then remade the pivot table, it still gives the divide by zero error. I also tried changing form the average to the count, and then back to the average, didn't work. Sorry I must be doing something wrong. I'm still quite a beginner with excel
