Displaying two sets of data in column chart with one set as a simple figure within other

I was asked recently to produce a report that captured two sets of data and displayed them in a column chart. The caveat to this request was that only one set of data be displayed as bars and that the other set show as a figure(count) within the bar. Because that set of data was so much smaller than the other, so seperate columns would be too short to display meaningful information.

Is there a way to do this? Attached is a visual example.

Make chart with both series, then edit numerical series to show data labels and have no fill, also overlap series.
