    Progress Bar (conditional formatting)

For whatever reason, when I create a progress bar using percent via conditional formatting, the progress bar always shows at 50%. For instance, if it's only 25% then it still shows the bar at 50%. I have it and context. I really don't know what I'm missing here. Any help would be greatly appreciated. I know I can use a vba to do the same thing, but it's really more than I need. Attached is an example of my frustration.

Also, for the compliance rate, I'm trying to make it so that if it's below a 20% then it will show a red bar (at 20% position), between 20-60 yellow and 61-100 green. Naturally, that too isn't working for me. I know I'm doing something wrong here, but I don't know what.

    Thanks in advance!Progress bar.xlsx

I actually found a post on here that already had this issue solved... Thanks for the response. Here's the answer in case anyone is curious.

I had the same issue but resolved it by doing this:
In the Edit Formatting window (get there by Manage Rules > Edit Rule)
In the "Type" fields for Minimum and Maximum select "Number"
In the "Value" fields Type 0 for "Minimum" and 1 for "Maximum"
