Vertical chart dataset needs to be converted into pivotable dataset

I have a problem. I usually get huge data sets that are formatted like rows 3 to 6 on the sample file I've uploaded. Usually, I have 50 to 150 names with percentages going across horizontally with project names at the top of each column header.

The way it stands, I have to copy and transpose each line manually. I would like to figure out a way to automate this process. Any help would be really appreciated.
