Can you please tell me how can I find the options or setting so my chart would look similar to the chart below?

Most of that is manually done after a basic stacked column chart is created.

If you have xl2013 then you will have automatic leader lines when you reposition the data labels for very small values.
The row/column textual labels are probably textboxes added to chart
