Help to correct graph in two issues

Dear Gurus,

Please help me to correct two issues in graph posted bellow:

1. first bar is approximately half area of the rest. What is the parameter I have to manipulate to sort this out? Not showed in the print-screen bellow but last bar in the graph has the same problem;

2. Is there any way to change the place of the y-variables in order to place according to its relative value? I would like to have variable descriptions on left hand side if variable is positive and at right hand side if negative. For instance, bellow, description "08-Soyo" should appear at right hand sid of his bar. Is it possible to do this in Excel 2010?
