Custom Number Format not working as intented

I want to limit the primary y-axis to <35C and show the negative values in red; i.e. something like [<35]0;[red]0;0; Unfortunately I cannot get this dual condition to work. The attached chart shows the positive numbers restricted to [<35]0; all right. But when I add a second condition (show negative numbers in red) the whole custom number format falls apart and the full range of the primary axis labels (-10 to +90) appears. The negative numbers are not in red either. Spreadsheet and chart attached.

I need these extended axes to make the panel chart work but I do not want any overlapping numbering from one panel into the other.
