Help needed to create sheet to find vehicles located inbetween ranges

Good day to you all
Hoping someone can help me.
I need a spreadsheet where I can have have a section where I can input 2 values with 17 characters if I could have 5 of these fields then another field where I can input 17 characters and if this one falls in any of the 5 ranges it will flag a red no if not or a green yes if it is. What this is for is checking recalls on cars to see if particular vehicles are part of it.
