Data Validation Custom Formula

I want to make a cell control with Data Validation/Custom formula.

A1 cell and B1 cell are to be validated.
Case 1: If costom formula for B1

meaning if A1 cell has an data can not write any data to B1 (itself working)

Case 2 :If costom formula for B1

meaning can not write a number greater than "10"( itself working)

In order to combine Case1 and Case2, I tried

But together did NOT work. Only Case1 working, with this formula you can write any value to B1.

How to combine Case1 and Case2 together in a formula?(Like above, "and" or any function)
