If you want to convert blanks to N/A just use find and replace
I dont' think you can do that with conditional formatting. Here's an option
Select your range i.e A1:M150
F5 (GoTo)> Special
Select "Blanks"
then in formula bar,
if you just want it to say N/A type that in and hit cntrl +enter
if you want the #N/A error type in =NA() and hit contrl Enter
Will that work for you?

substitute commas with semi-colons if your region settings requires
