Question Concatenate column values based on another column's duplicates

Sorry if the title sounds confusing as I'm fairly new to Excel but maybe I can illustrate it as there's a bit of a twist to this:

SKU Finish Combined Finishes (Desired Output)
    100 Blue Blue, Red, Yellow
    100 Red
    100 Yellow
    101 Blue Blue, Yellow
    101 Yellow
    102 Green Green, Blue
    102 Blue
    103 Red Red
    104 Green Green

Most solutions I'm finding concatenate values but eliminate the blank rows, whereas in my case, I need to preserve the blanks and concatenate on the row where the duplicate starts. Any help would greatly be appreciated!
